Our RTCC analysts are not sworn officers. Can they use the system?

Yes. Role-based permissions are configured during implementation to reflect each user's actual authority. Civilian analysts, sworn investigators, and command staff all get access appropriate to their role.

Does the system support 28 CFR Part 23 compliance for criminal intelligence?
